The sign rules for percent error and percent difference don't seem to be consistent to me. I'm pretty sure percent difference is always (second number-first number)/first number, so there's no worries with that. However, percent error doesn't seem to be consistent. The UIL D test makes is seem like it's the same idea, i.e. estimate-actual/actual, but district 2 has it as actual-estimate/actual. I'm not sure why there's an inconsistency here.
