Number of paths from A to B

I am looking for help on how one tackles this other than using the brute force method of manually counting paths?

Um.. might I ask what kind of test did you see this?
If I had a very limited time, I would just count all of the possibilities b/c the #s are pretty small.
and also I don't think somebody would just come up w/ an algorithm for something like that quickly.

This type of question commonly appears (one per quiz) in the TMSCA Tournaments on General Math for 4th and 5th grades.

Is the answer 13? I don't see any other approach besides being organized when counting the paths.

The answer key says 15 paths.
