Is chloric acid considered a strong acid? I've seen it listed as a strong acid and considered weak on previous TMSCA tests.

Go with the more modern types. Chloric acid is technically not a strong acid due to the fact it is weaker than Hydronium as an acid, but it does have an acid ionization content of around 1, so it generally ionizes completely.
