You pretty much did, and that is usually the more easier equation to derive.
However, that equation only works if there is one capacitor connected to one resistor connected to one battery. Otherwise, you would have to tweak the equation a bit.
You end up with the same equation either way, so I'm going to use the discharging rate (when there isn't a battery), mainly since the question does imply that there is no battery (I think)
