OK, how big is the AMC if I live in the valley? Also how big is the AIME?

The AMC and AIME are national contests. Check out
http://amc.maa.org/registration/registration.shtml for registration information. You don't compete with people in your location, instead, to advance to the AIME, you just have to score above a certain score, or get in the top few percent of test takers.

So what you are saying is that I have to place in the top 2.5% in the nation to advance to AIME?

AMC 12: 100 for guaranteed, but the 5% cutoff is usually around 96-97.
AMC 10: 120 for guaranteed, which is around the 2.5% cutoff. Might be a bit less.

Unfortunately, my school does not do amc or UIL... How much does it cost to do amc?

If your school does not do AMC, contact a nearby high school that does and see if you can take it over there. AMC isn't really a test you can administer yourself.
