The solution is wrong. Doh! I can't believe I didn't consider those cases! Its the whole point of the problem.

What about cases where you can apply multiple shifts?
f(500) = f(398-500) = f(-102) = f(2158-(-102)) = f(2260) = f(3214-2260) = f(954), for example?
